The Frameworks bid function sits within Softcat's Bid Centre team structure and plays a critical role in enabling sales through access to key public sector frameworks. Frameworks are central to how public sector business is delivered, and the team exists to secure, retain, and continuously improve Softcat's framework portfolio. The team is responsible for delivering some of the most complex and high-value bids across the business.

This team crafts bespoke, high-quality responses that position Softcat as a trusted technology partner for major organisations in the public sector. The team also collaborates closely with our Bid Centre, sharing best practices, aligning processes, and contributing to the continuous development of Softcat's central bid library and templates.

 

As a Senior Bid Manager for frameworks, you'll take end-to-end ownership of framework bids, balancing core BAU framework activity (renewals, extensions, and DPS') with strategic framework pursuits that expand and protect Softcat's addressable markets. You'll work closely with our public sector sales teams, commercial advice, technical proposition owners, legal and framework contract management teams.

 

As Senior Bid Manager, you'll be responsible for: 

  • Own and deliver end-to-end high-quality, compelling responses for frameworks
  • Answer planning, storyboarding, coordinating inputs, quality control, and ensuring submissions are tailored and compliant
  • Assisting with the management of bid schedules, risks, and dependencies to meet submission deadlines
  • Leadership with internal stakeholders, technical teams, and external partners to gather information and align responsibilities
  • Tracking and reporting on outcomes, lessons learned, and supporting ongoing improvements in quality and consistency

 

We'd love you to have

  • Significant experience in managing public sector bids or tenders, ideally frameworks (for example: CCS, NHS SBS, CPC) in a technology or services environment
  • Strong experience in answer planning/storyboarding and leading SMEs to deliver structured, compliant responses.
  • Strong project management, organisational skills, attention to detail and comfortable working at pace under time pressures
  • Excellent written and verbal communication skills
